Modi’s Two-Day Chintan Shivir Begins, Ministers Face Performance Review

Prime Minister Narendra Modi’s two-day Chintan Shivir with Cabinet ministers begins on September 23, with ministry presentations, performance reviews, Gen Z, jobs and women’s reservation on the agenda.

Prime Minister Narendra Modi’s two-day Chintan Shivir with Union Cabinet ministers began on Wednesday and will continue until September 24, with the performance of individual ministries set to come under detailed review.

According to a minister quoted by Bhaskar, the first day of the Chintan Shivir will see every minister present an account of the work carried out by their ministry. The second day will focus on a review of the presentations and the performance of the respective ministries. Prime Minister Narendra Modi will chair the session. The meeting is being held around the theme of “Viksit Bharat 2047.”

The Bhaskar report says the review will include grading ministers as “Excellent”, “Good”, “Average” and “Poor”. Ministers placed in the Excellent and Good categories will be considered to be in the green zone, while those rated Average or below will fall into the red zone. According to the report, the grading could signal potential changes in ministerial positions during a future Cabinet expansion, with the report card expected to form a basis for changes.

The ministers will also be asked to address issues involving Generation Z and explain what steps they have taken to establish engagement with young people. They will have to explain the format of their interaction with Gen Z, the major issues affecting Gen Z in their respective areas, the number of meetings and discussions held with young people, and Gen Z’s position towards the BJP.

The University Grants Commission, or UGC, issue will also be part of the discussion. Ministers will be expected to explain what Gen Z thinks about the UGC issue, how influential the issue has been in their respective areas and what plan they have for addressing it.

Women’s reservation is another major issue listed for discussion. The Constitution (131st Amendment) Bill, 2026, introduced in the Lok Sabha on April 16, 2026, was defeated in the House on April 17. The bill was linked to the implementation of the 33% women’s reservation provided under the Nari Shakti Vandan Adhiniyam, passed in 2023. It was also linked to proposals involving delimitation based on the 2011 Census and an increase in the size of the Lok Sabha.

According to the source report, ministers will discuss how the women’s reservation measure can be taken forward and will be asked to offer suggestions. The bill’s defeat marked the first defeat of a government bill in the Lok Sabha since the BJP-led NDA government came to power in 2014, according to reports at the time.

The Nari Shakti Vandan Adhiniyam provides for 33% reservation for women in the Lok Sabha and state assemblies, with implementation linked to a delimitation exercise following the relevant census. The 2026 Constitution (131st Amendment) Bill sought to enable an earlier implementation through a delimitation exercise based on the 2011 Census.

Youth and employment will also be assessed. Ministers will have to explain how young people view employment opportunities, how satisfied or dissatisfied they are and what the government needs to do in response to those concerns.

The Chintan Shivir is also connected to the government’s longer-term Viksit Bharat 2047 agenda. Prime Minister Modi first spoke of the goal of making India a developed country by 2047 from the Red Fort on August 15, 2022. The vision envisages India becoming a developed nation by the time it completes 100 years of independence.

Preparations for Viksit Bharat 2047 have been underway since 2021. Ten sectoral groups of secretaries were formed at the time to prepare Vision@2047 and develop roadmaps for both short-term and long-term plans. According to the source material, the data on the country’s development collected by these teams will form the basis for the strategy discussed during the meeting.

Since then, the Cabinet has held eight presentations and discussions covering different aspects of Viksit Bharat. The September 23-24 Chintan Shivir is therefore positioned as another high-level review of the government’s ongoing work and its priorities for the road ahead.
